Julie Healy

Former Executive Director Vocational Education and RTO Manager - TAFE Queensland

Julie Healy recently finished her role as Executive Director Vocational Education and RTO Manager of TAFE Queensland.

Julie has over 28 years' experience in vocational education and training in a diverse range of leadership roles, advising internal and external clients around RTO compliance and driving quality learning, teaching and assessment, pedagogical practices, student engagement and retention, educator capability and workforce development.

Julie was responsible for compliance and quality improvements to TAFE Queensland’s learning, teaching and assessment, including the development and implementation of VET training products.

Prior to taking up her current role in 2017, Julie held the roles of Director of Learning and Teaching, and Manager, Learning and Teaching Quality at TAFE Queensland.

Julie is a member of the ASQA Stakeholder Liaison Group (SLG), and former member of the TAE Technical Reference Group under DEWR. 

Kylie Heere

DIRECTOR - ELK Organisation

Kylie Heere is an accomplished VET professional with a strong track record in strategic leadership, workforce capability and quality improvement. Kylies' particular areas of passion are Foundation Skills, Language, Literacy and Numeracy and the ACSF.

Lauren Boon

Director - Aniwaya Education Services

Aniwaya CEO and Director, Lauren Boon, has been working in education for nearly 20 years and has been a passionate advocate of education and training for more than 30 years.

She has working with organisations and individuals within the education and education support sectors to help them realise their purpose and develop stronger quality training, enhancing opportunities for students all over Australia.

Michael Gleadow

fOUNDER - Connect 'n' grow

Michael is a successful entrepreneur and highly regarded RTO founder who believes in the power of people, with education helping to overcome the greatest of adversities.

He is the founder of Connect 'n' Grow, Founding Director with Seed Foundation Australia and has filled roles such as Queensland Director of Peak Body ITECA, and former Chair of ITECA's Queensland Committee.

In 2012, Michael Gleadow and his wife Dr. Naomi Gleadow founded RTO, Connect ‘n’ Grow to help Australia’s First People. With their education and health backgrounds, the couple decided to improve the health and wellbeing of Aboriginal and Torres Strait Islander people.

Seed Foundation Australia is a not for profit established by Founding Chairman, Michael in 2015. Seed provides end to end wrap around support for Indigenous students looking to pursue a career in health or social services. 

Bron O'Callaghan

Board EXECUTIVE - Foundation Learning Centre & Chair - ITECA Victoria Committee 

Bron O’Callaghan brings over two decades of experience in teaching, compliance, and senior leadership across a diverse range of training providers. She has specialist expertise in the Vocational Education and Training Delivered to Secondary Students (VDSS) sector and a strong record of educational leadership.

John Liddicoat

John Liddicoat is the Founder and CEO of Octossure, a compliance and quality management system built specifically for Australia’s Registered Training Organisations.

Kylie Houghton is an accomplished education professional, presently employed as Education Quality and Curriculum Advisor at William Angliss.

Kylie’s expertise encompasses curriculum and assessment development, quality assurance, and stakeholder engagement, with a strong focus on delivering high quality tertiary education that is practical, industry aligned and student centered.


In her current role, Kylie works closely with academic and training teams to design and review programs, strengthen assessment practice, and embed robust quality systems that meet regulatory requirements while genuinely improving learner outcomes. She is experienced in using data, stakeholder feedback and external benchmarks to drive continuous improvement and to ensure that courses remain current, engaging and relevant to industry needs.


Kylie is a thoughtful and practical education professional who brings a collaborative lens to quality. She is particularly interested in how providers can build a culture of quality across teaching teams, simplify compliance, and create meaningful learning experiences that set students up for success in their careers.

Matt Peachey

CEO - The learning resources group

Matt is an experienced and business-focused CEO specialising in enhancing organisational performance through strategic implementation. Over the past 15 years, he has consulted with Training Organisations, TAFE, and Colleges, focusing on improving student support,
maintaining relevance and increasing student/client engagement. His expertise includes developing unique marketing strategies, designing organisation processes and helping institutions navigate sector changes.

As the CEO, Matt leads initiatives to foster innovation, efficiency, and compliance, aligning with the latest industry standards, including the Australian Digital Capability Framework, the Australian Core Skills Framework and the Standards for RTOs. Sarah Pavy 

Head of Partnerships - ReadCloudVET

Sarah is Head of Partnerships at ReadCloudVET, where she leads initiatives to expand high quality VET in Schools programs and flexible pathway options for young people across multiple states and sectors. With a background spanning leadership roles as General Manager of Ripponlea Institute and Compliance, Learning and Assessment Manager across three collaborative RTOs, Sarah brings deep expertise in designing and supporting VETDSSS programs that are rigorous, engaging and industry relevant.


Over nearly two decades she has worked with around 100 schools nationally as an expert VET Applied Languages consultant, helping them implement Certificate II in Applied Language in 12 languages. Sarah collaborates closely with schools, RTO partners and sector networks to interpret policy and regulatory shifts, develop compliant learning and assessment strategies, and support teachers to confidently deliver quality VET programs in secondary settings.


An experienced education consultant and public speaker, Sarah is particularly passionate about building meaningful vocational pathways that give school students relevant choices, positive learning experiences and a strong foundation for further study and employment.

Douglas Dean

Head of Learning Design and innovation - RTO Logic

Douglas Dean is a digital learning leader and LMS and EdTech specialist, recognised across the Australian VET sector for his work in learning design, innovation and the practical application of generative AI in education. As Head of Learning Design and Innovation, he leads future focused education strategies that blend emerging technologies with sound pedagogy, robust assessment and compliance requirements. His work spans organisation wide digital uplift, educator capability building and the design of scalable AI enabled solutions that genuinely enhance teaching and learning.


Douglas has led digital and blended program development at all AQF levels, strengthening quality and consistency through smart use of learning technologies, data and design standards. He has overseen the transition of programs to blended and online delivery, delivered VR based learning experiences and co designed gamified programs with industry and education partners.


Passionate about creating engaging and inclusive learning environments, Douglas focuses on helping educators and organisations navigate the shift to AI and emerging technologies with confidence, while maintaining strong educational integrity and outcomes for diverse learners.

Sukh Sandhu 

Executive director - compliance and quality assurance (CAQA)

Sukh Sandhu is a passionate leader and the Executive Director of Compliance and Quality Assurance (CAQA). With his dedicated team, he has transformed compliance services and delivered over 75,000 innovative training and education products through CAQA Resources. His commitment to excellence has helped education providers across the country meet the highest standards in quality and regulatory compliance.

With over 30 years of experience, Sukh has been a key figure in the Vocational Education and Training (VET) and Higher Education sectors. He’s held leadership roles in Registered Training Organisations (RTOs) and Higher Education Providers (HEPs), including serving as CEO for top international colleges. Sukh has also led national compliance and quality assurance efforts for major RTOs, TAFEs, and universities. His leadership continues to inspire innovation and integrity in education, creating transformative learning experiences for all.

Michelle Fitton

General Manager - Blueprint Career Development

Michelle Fitton is the General Manager of Blueprint Career Development, where she leads growth, compliance and delivery quality across school, corporate and community programs, with a strong focus on scalable systems and inclusive learning design. With more than 13 years in this role, she is an experienced VET leader who combines business development, operational oversight and quality assurance to deliver training that is both compliant and genuinely impactful for learners and industry.

Michelle oversees content design, staff capability development and audit readiness, embedding robust systems that support consistency, continuous improvement and positive student outcomes.

Working in VET since 2009, Leigh is currently a Curriculum and Assessment Leader at William Angliss Institute, having previously served as a Curriculum Designer at Melbourne Polytechnic.

Leigh is a 2024 International VET Practitioner Fellow with the International Specialised Skills Institute, travelling to Japan, the UK, and the USA to research how artificial intelligence (AI) can be used effectively in the vocational education and training sector.

Jake Webber

Co-owner - rtosafe and webbernet

Jake Webber is the co‑owner and co‑founder of RTOSafe, developed through his tech agency Webbernet, based on Queensland’s Sunshine Coast. Since launching the company with Leanne Webber in 2016, he has built deep technical expertise and a profound understanding of RTO compliance and operations.

Since the establishment of the Victorian Skills Authority in 2021, he has played a key role in shaping Victoria’s approach to workforce intelligence, skills planning and post-school education reform, ensuring training systems are closely aligned with industry and labour market needs.

Prior to this, Craig served as Chief Executive Officer of TAFE Directors Australia, where he represented the national TAFE network and championed the role of public VET. He has also held senior leadership roles across the Victorian and Australian governments, including as Deputy Secretary in the Victorian Department of Education and Training, contributing to policy and funding reforms across schools, employment services and VET.

Craig is recognised for his evidence-based approach, collaborative leadership and commitment to a high-quality, responsive VET system that delivers strong outcomes for learners, industry and the broader community.

David Jepson

David Jepsen is a practising Chartered Accountant with over 25 years’ experience in accounting, taxation and business advisory services. 

He is Founder and Principal of RTO Accountants, a specialist accounting and advisory service focused on the VET sector. David began his career with KPMG and later held roles in mid‑tier accounting firms and commercial positions with organisations including Citigroup, Zurich and the Commonwealth Bank of Australia in Sydney and London. 

He established his own accounting practice in 2001 and has since worked extensively with RTOs and training businesses, advising on financial viability, structuring, sales and sector‑specific compliance requirements. 

RTO Accountants operates as part of Jack Lawrence Accountants & Advisors, providing services such as financial reporting, forecasting, tax and business strategy tailored to training organisations. David’s experience includes supporting RTOs with financial reporting, compliance, and strategic business advisory tailored to the vocational education sector.

Anthony Rice

CO-FOUNDER - PEOPLEPARTNERS
Anthony Rice is a co-founder of PeoplePartners, a workforce solutions company established in 2014. His work focuses on workforce design and the use of globally distributed teams to support organisational capability and growth.

Anthony has more than 20 years’ experience in business development and scaling organisations across multiple sectors. Through PeoplePartners, he has worked with organisations to establish offshore staffing models, implement workforce structures and integrate global teams into existing operations.

In addition to his leadership role, Anthony regularly contributes to discussions on workforce strategy, global staffing and business operations, including through industry presentations and advisory work. He has been involved in the growth of multiple businesses, including ventures operating at significant scale.

Anthony’s experience spans workforce planning, organisational design and operational delivery, with a focus on aligning people capability with business needs in evolving labour markets.

Peter Doukas

Managing Director - Denison Toyer Education Lawyers
Peter Doukas has practised in education law and corporate governance since the mid‑2000s, including through the Sydney‑based law firm Denison Toyer Education Lawyers. 

He has acted for Registered Training Organisations (RTOs) and higher education providers on regulatory, compliance, governance and accreditation matters. His legal work includes representation of education providers before regulatory bodies and in matters related to administrative law. 

Peter also serves in community governance. He was elected Chair of the Ethnic Communities’ Council of NSW in 2013 and has held that role in subsequent terms. He serves as Chair of the Federation of Ethnic Communities’ Councils of Australia.

In 2020, Peter was awarded the Medal of the Order of Australia for service to multiculturalism.

Daniel Smee

Program Change Manager, VET Data Streamlining Program - DEWR
In his role, Dan Smee leads change management activities supporting implementation of the VET Data Streamlining (VDS) Program. He brings expertise in organisational and people change, holding Prosci change practitioner certification and having previously led change roles across government departments before joining the DEWR VET data reform efforts.

The VDS Program aims to modernise collection, management and use of VET activity data, including developing a new national VET Information Standard and the Student and Training Activity Reporting System (STARS) to replace legacy reporting arrangements.

Dan’s role encompasses stakeholder engagement, engagement strategy and transition planning with VET sector stakeholders to support the program’s multi-year rollout through to 2028. The program works collaboratively with Commonwealth, state and territory training authorities, the National Centre for Vocational Education Research and regulators to deliver streamlined national VET data infrastructure.
